Free Customs Zone Pardubice FREE ZONE Pardubice, a.s.

Due to its position in the centre of Europe, the Czech Republic makes a convenient trade link between Western and Eastern Europe as well as the whole world. To develope this trade a free customs zone operated by the company FREE ZONE Pardubice, a.s. has been established. Pardubice is a transport junction in the centre of Bohemia. The free customs zone is an enclosed and guarded area determined for manufacture and trade activities of many entrepreneurial subjects. Raw and other materials and goods imported from abroad and placed in the free customs zone are not subject to the import duty, value added tax not other charges connected with import of goods and material. While the goods (materials) are dispatched from the free customs zone (when they are leaving for free circulation in this country) the liability to customs duty is assessed, i.e. duty and VAT and possibly also excise tax. If the goods are dispatched from The free customs zone to a foreign country, they are exempt from the above mentioned charges completely.

The FREE ZONE Pardubice, a.s. through its statute of the free customs Zone, then enables their clients to be exempt from the customs duty while goods from abroad are imported to the FREE ZONE. These charges are payable only when the goods are put to the free circulation and only for those quantities of goods that are really dispatched. Thus this system enables importers to save their financial means and spread out these expenditures over a long period of time.

    All kinds of manufacturing and trade companies can assert themselves in the free customs zone. The FREE ZONE Pardubice a.s. offers three basic types of using the area
  • long-term rent of halls and premises for construcrion of halls for manufacture, assembly, refurbishment and storage of goods.
  • short term rent of premises in the hull and outside premises to store, TO make little alterations and to pack goods imported from both abroad and this country
  • sales of land property and transfer of rights, by the free customs zone and clients.
This area can be ideally used to reexport goods or to assembly products (from imported components) to be exported. All customs matters in connection with import and export of goods abroad are dealt with directly in the area of the free customs zone in the form, of services provided by the FREE ZONE employees or by workers of the Customs Office, Pardubice. The current area of the free customs zone in Pardubice is 300,000 m2, the operation has started on about 60,000 m2 and supposed development is up to 300,000 m2 (30 hectars.). The company has already gained TO their disposal the necessary permit of increase by 26 hectars as well as the approved change of the territorial plan made by the Municipal Authorities of Pardubice, which at the same time enables to use agricultural land for the purposes described above

Thanks to transport conditions the FREE ZONE's position seems to be very convenient. It lies close to a road from Prague to Pardubice, near the railway from Prague to Ceska Trebova, the distance between the zone and the airport is about 2 km, the zone is distant 2 km from the projected port on the Labe river in Pradubice and 20 km from the port at Chvaletice. The FREE ZONE shareholders - Town of Pardubice, Town of Chrudim, AGROTRADE, z.o.d. Stare Civice and East Bohemian Airport, a.s. - give guarantees of sustainable development of the FREE ZONE.

AGROTRADE, z.o.d. provides comprehensive services for agriculture in the field of protection and nutrition of plants, after-harvest treatment of agricultural crops and furthermore it is engaged in manufacture and refurbishment of machines.
The FREE ZONE development in Pardubice will contribute to increase of export production and foreign currency income of Czech entrepreneurs, support of environmentally clean premises, lower unemployment, development of the town of Pardubice and of the whole surrounding region. It will enable the simplicit approach of the foreign capital and thus it will increase the reputation of the Czech Republic and of Pardubice in particular throughout the world.
Pardubice
Pardubice gained the town status in the year 1340, With its population exceeding 100,000 it is one of the largest cities in Bohemia. Pardubice is an important transport junction in the east of Bohemia, The best developed kinds of transport are as follows :
Railway transport
Pardubice lies on the main railway line between Prague and Česka Třebová where the line is divided into two directions:
  • south-east direction to Brno. Bratislava and Budapest
  • north-east direction to Olomouc, Ostrava and Warsaw.
  • Other lines go to northern and southern parts of Bohemia.
Road transport

Nowadays transport from Hamburg via the Labe river is possible up to Chvaletice which is distant 20 km from Pardubice. Navigability of the Labe river up to Pardubice is just being discussed, however. Pardubice is a large industrial centre. Besides industrial plants and research institutions, a lot of trade companies of nationwide importance can be found in the city. The most spread industries are chemical, building, electrotechnical, engineering, food and light industries. In Pardubice there are also many consulting, developmental and research institutes. A charge of use of the free customs zone is added to these prices:

Note : The minimum value of the charge for use of the free customs zone will be 1.000 Ke for month. In production hall the minimum value of the charge for use of the free customs zone will be 35 Kc for 1m2 of the used area for each started month,

It will be agreed in advance and given m an agreement on storage.
The term heavy loads means those requiring due to its character a special and difficult handling and not being placed on pallets or prepared for handling in any easier way at the same time This principle is in force only for handling which can be carried out by the FREE ZONE with the company's equipment. In the event of loading or unloading provided by a heavy load transport company the expenses will be charged.The time of workers of the FREE ZONE securing the loading or unloading will be charged as well.
Extra charges for small piece consignments
For consignments consisting of small wrapped pieces the charges for storing, taking out of store or reloading are increased as follows :
for consignments weighing up to 10 kg a piece by 50%
for consignments weighing from 11 to 25 kg a piece by 25%.

These extra charges will not be added if the goods are delivered or taken out of store on pallets

DOCUMENTS NECESSARY FOR CUSTOMS PROCEDURE AND
CONCLUSION OF AN AGREEMENT
    For a conclusion of an agreement you are asked to bring :
  • extract from the trade register, trade licence (original + copy or copy certified by a notary)
  • VAT registration certificate (original + copy or copy certified by a notary)
  • bank connection, bank address
  • telephone and fax connection
  • The contract is signed by statutory body (may be represented by an employee of the company, power of attorney issued by the statutory body with a signature certified by a notary is however necessary)
  • concluding an agreement with a foreign partner in not possible, only with a Czech entrepreneurial subject (or the foreign firm has to be represented in the Czech Republic and the power of attorney has to be in the foreign language with a certified translation)
  • copy of the contract
These documents together with a draft of the agreement and power of attorney for customs declaration clerks and the stock manager of the FREE ZONE Pardubice, a.s. will be passed on the Customs Office for approval.
The entering of goods to FZP and the leaving of goods from FZP will be dealt with by the Customs Office Pardubice continuously (when reported in advance, the clearance is secured during the next day).     On the entrance of goods to SCP, the following documents are necessary:
  • a copy of the contract between the company from which the goods have been purchased and the buying company (doing business in the FZP area)
  • if a licence, attestations, veterinary or botanical certificates etc. are necessary to deal in certain kinds of goods, a copy and the original to check.
  • CMR certificate (from abroad) if issued
  • original of the invoice with the following items : consignor of the goods, consignee, place of unloading - FREE ZONE Pardubice, a.s., name af goods,. origin or goods delivery terms (TNCOTERMS 1990), unit price, quantity, total value, signature and stamp
  • transit customs declaration (TCP), in paragraph 8 the consignee has to be the same, as on the invoice. In paragraph 53 the customs office of destination will be FREE ZONE Pardubice, If there is no TCP or CARNET, you are asked to submit export JCD (Czech goods)
  • the owner has to be present in person at the first entrance into SCP
  • if the Roods are of Czech origin, they may be provided with relevant documents confirming the origin of the goods the receipt document will be issued by the customs declaration olorkc(!?) of FZP.
    While putting in the store the authorized person:
  1. will submit the invoice
  2. will give over the goods in intact packings
  3. will confirm the number of packings (cases, boxes etc.) with his or her signature on the stock card
    While the goods are exported abroad (outgoing), the following documents are necessary:
  • a copy of the contract: between your organization and the organization from which the goods have been purchased (only for needs of the Customs office)
  • * document CMR. (if required by the customer)
  • * transit customs declaration
  • CARNET
  • original invoice with all requisites
  • power of attorney for the person taking over the goods (if not taken over by the owner of the goods)
  • ensuring the liability to customs duty if there is no customs carnet
  • the outgoing document (issue slip) will be made but by a customs declaration clerk of the FZP
    While the goods are exported from SCP to the Czech Republic (outgoing):
  • a copy of the contract between your organization and the organization from which the goods have been purchased
  • the invoice with all requisites
  • the goods will be taken over by their owner or another person commissioned to handle the goods
  • * document JCD (while the goods are cleared into the free circulation)
  • * TCP
  • customs duty redemption
  • the issue slip will be made out by a customs declaration clerk of the FZP
    While the goods are taken out of stock:
    the entitled person (commissioned to handle the goods in a demonstrable way)
  1. will submit invoices and an application to take the goods out of store for the customs declaration clerk (may be sent by fax in advance)
  2. will choose the required goods according to the outgoing document (issue slip) in the store while the store manager is present, will paste over the open packings and confirm with the signature
  3. will confirm the number of packings (cartons, boxes) taken out of store by his or her signature on the stock card
  4. will confirm the customs declaration clerk the exact quantity of goods taken over by his or her signature on the outgoing document (issue slip)
  5. will enable an inspection of the goods taken out of store performed by the security guard while they are leaving the area.
